Bu Changsen delivers highly-praised “Winter-Swimming” Theory at CCEF-30

Jinan, April 28 -“To learn ‘winter swimming' has universal significance for the entire coal industry. Coal enterprises should brace themselves for this winter through the exercise of winter swimming. Management, costs control and marketing will be the key to ensure the survival of enterprise in the face of adversity, while other priorities include restructuring, transformation and industrial upgrading, as well as accelerated elimination of inefficient projects and backward production capacity.”

April 28, hosted by the China Coal Economic Forum, Shandong Energy Group and China Coal Research Institute, with the media support from Xinhua News Agency and other agencies, China Coal Economic Forum (CCEF-30) was held in Jinan. During the discussion, Bu Changsen, Chairman and CEO of Shandong Energy Group, made a presentation entitled “Coal Enterprises Should Learn ‘winter swimming’”, which was highly praised by participating experts. Wu Yin, Deputy Director of National Energy Board and the host of the forum, spoke highly of the “winter swimming” theory. Wu delivered a profound analysis of the coal market situation, emphasizing that the coal enterprises shall adhere to the principle of market-orientation, law-abiding operation, appropriate priority and pragmatic practice, as well as to take comprehensive measures to solve the current difficulties. In particular, enterprises shall further accelerate the transformation and development, strengthen the meticulous management of all aspects; they shall promote green mining and low-carbon development on the stable basis of production safety; they shall appropriately extend the industrial chain, in order to further standardize the market and promote the sustained and healthy development of enterprises.

Referring to the international and domestic situation for the coal industry, Bu Changsen expounded his “winter swimming” concerning coal enterprises facing the current situation. He pointed out that the coal industry will not enjoy another “golden decade” and the industrial structure has undergone profound changes. The current situation has put tremendous pressure on the survival of coal enterprises, yet it also provided a historical opportunity for coal enterprises to promote reform, transformation and upgrading. Current constraints is also hope of the future development for those who were the first to adapt, to upgrade themselves, and to swim freely in adverse economic environment, since the basis for future success in the competition will be laid in this way. The purpose to promote “winter swimming” theory is to renovate daily working approach, to make in-depth optimization of development strategy of coal enterprises, to “transfer the mode and adjust the structure” for the development of the coal business, to diversify the business through capital operation, to actively integrate into the construction of ecological civilization, and to implement the “Green Coal Strategy”. With organic growth as the target, the innovation-driven strategy should be put into practice for the promotion of enterprise restructuring and development.

With “analysis and response of coal economic situation” as its theme, the forum invited numerous figures in the coal trade to share their thoughts. Cui Shuwen, the Chief Editor of Industry Department of Economic Daily, talked about the influence of domestic economic situation on the coal market. Yue Fubin, the Director of China Coal Economic Research Institute, delivered the Report of Coal Economic Situation Analysis and Counterstrategies. Other members of the forum, like Wang Yuan the Chairman of Huainan Mining Group, Hua Wei the Chairman of Shaanxi Coal Chemical Industry Group, Cui Tao the Chief Secretary of China Coal Newspaper Agency, also took participation in the forum and made in-depth discussion.

CCEF-30 was initiated by China Coal Economic Research Institute of Central University of Finance and Economics, with the support from National Energy Board, focusing on the coal economy in China. Aiming at the establishment of high-end coal economic think tank recognized home and abroad, CCEF-30 currently gathered more than 30 experts, entrepreneurs and economists working on economic problems of the coal industry management. The Forum defined itself as the unofficial and non-profitable academic organization serving as the platform for internal discussions, academic exchanges and seminars related to economic concern of the trade. The Forum also intends to provide intellectual support for relevant government departments and business information for coal enterprises.
